Extractions, weapons, training… What are the Minister of Justice’s proposals to the unions after the attack on a prison van

“Limit extractions, particularly the most dangerous”, “long weapon endowments”… The Minister of Justice, Eric Dupond-Moretti, made several proposals to the four main prison union organizations, after receiving them on Wednesday May 15, the day after the attack on a prison van which left two dead and three serious injuries among the officers.

The list of these proposals, which includes 21 points, appears in a “record of decisions” sent this Thursday to the unions, which Franceinfo and France Bleu Paris obtained. The unions, who were waiting to receive this document, will now consult their base and will say whether or not they lift the blockade of penitentiary establishments renewed on Thursday morning.

These include “limit extractions, particularly the most dangerous”. “In connection with the judicial services”, the minister intends to “develop the use of videoconferencing for presentations to magistrates and certain hearings”. Another suggestion, “prioritize the travel of magistrates and clerks within establishments with regard to the interrogations of the most reported detainees”. There “revision of escort levels and team compositions” is also planned. The objective is to “put an end to mixing in order to limit extractions to two agents”.

Of the “provisions of long weapons and automatic long guns” are also on the program. During Tuesday’s attack at the Incarville tollbooth (Eure), the attackers were more heavily armed than the prison officers. These allocations will be accompanied by the development of an employment doctrine for this type of weaponry and a “Training plan”.

Another point, the “systematization of first aid training” And “war wounds”. About the “continuation and extension of operations to combat cell phones and the use of drugs in detention”it is also one of the priorities displayed by Eric Dupond-Moretti.

It now remains to make these proposals a reality. “Within 15 days, an agreement on method must be established with a view to developing a memorandum of understanding, which must be finalized by the week of June 10, detailing the measures and implementation schedule, and providing for monitoring arrangements”we can read in the document.
