The government wishes to reform the health system which it considers too complex and particularly targets mutuals. What will this possible reform consist of? Elements of answer with Gilles Papin, journalist France Télévisions.

According to the government, the health care system is complex and inequitable. Per hour on health expenditure, Social Security reimburses 75%, 15% for mutuals and 10% for households. While 95% of French people have complementary health insurance, 20% of retirees cannot afford to pay for mutual insurance. A problem that also affects some self-employed workers, the unemployed and students.

The Ministry of Health notes an increase in contributions of nearly 45% over 10 years while reimbursements have only increased by 15% over the same period. The Minister of Health Olivier Véran proposes the creation of a “Grande Sécu”, that is to say, the extension of almost all reimbursements to health insurance. The latter would reimburse city medicine, drugs, glasses, dentures and hearing aids. Mutuals would keep excess fees, hospital rooms and care that does not fall under 100% health.
