The COP26 countries managed to agree, more than 24 hours late, on the writing of a final text. the Pact of Glasgow (Scotland) for the climate presents several advances but it is considered disappointing for a good number of NGOs.

After long negotiations, the Glasgow Pact (Scotland) was adopted on Saturday 13 November. The agreement, considered imperfect by many signatory countries, could have failed. Among the sticking points, the demand from developing countries for the establishment of a specific mechanism that would take into account the damage already caused by global warming. “The countries of the south are leaving this COP26 without having obtained much”, analysis Aurore Mathieu, international policy manager of the Climate Action network.

On this point, John Kerry, the American envoy for the COP26, tried to reassure the various countries: “In a good negotiation, neither side can be completely satisfied. We want to participate in the dialogue on loss and damage and above all we want it to become a success.”. For the first time in 26 COP, the abandonment of funding for fossil energy projects is included in the text. For Antonio Guterres, Secretary General of the United Nations, the agreement is a compromise full of contradictions.
