“We want to simplify access to the territory for specific skills, which the economy needs”announced Olivier Dussopt, Wednesday, November 2, in an interview with World. The Minister of Labor wants to create a specific status for immigrant workers in an irregular situation in sectors in tension. This measure is included in the immigration bill presented by the government. The goal ? “Put work back at the center of the game” and give these workers the possibility of remaining on French territory without going through the employer. But beyond the question of immigration, this device aims above all to rebalance the supply and demand for employment in France.
Hotels and restaurants, construction, health… Many sectors are struggling to hire new employees. This imbalance is linked to too few candidates, to inadequate profiles (lack of training or, conversely, too high a level of education) but also to the lack of attractiveness of certain sectors, explains a report by the Directorate for the coordination of research, studies and statistics (Dares).
A regional list of shortage occupations open to nationals of non-European Union countries was created by the government in 2018. It was updated for the first time in 2021 and will be “revised early 2023”, after consultations with employer officials, said Olivier Dussopt, Thursday, November 3, on franceinfo. In addition to the negotiations, this list is also based on the “Needs in manpower” (BMO) survey, published each year by Pôle emploi, the latest edition of which dates from the beginning of 2022.
The home help and household help professions are experiencing the greatest tensions, with 85% of employers struggling to recruit. The nursing profession comes just behind, with around 81%.
As for travel operators, 80% of recruitments of public transport drivers on the road are considered “difficult” by recruiters. Companies such as Transdev, Keolis or the RATP have launched vast recruitment campaigns, sometimes with significant benefits. But with little success. In Île-de-France, for example, there is still a shortage of 1,500 bus drivers to provide normal service, according to the newspaper. The Parisian.
The figures from Pôle emploi were collected via a questionnaire sent to companies, relating to their hiring intentions for the coming year, as well as the number of recruitments deemed “difficult” by recruiters. For the year 2022, more than 420,000 responses were collected and used. In total, more than 3 million recruitment projects have been identified by the establishment responsible for employment in France. Among them, 57.9% of recruitments are considered difficult by employers, regardless of the size of the establishment, according to Pôle emploi. This rate stood at 37.5% in 2017, an increase of 20 points in just five years.
In detail, between 2017 and 2022, the rate of difficulty in recruiting jumped by 53 points for the professions of nurses, nursing managers and childcare workers, by 13 points for home helpers and by 30 points for transport drivers in common on the road.
