Philippine’s alleged murderer, who had already been convicted of raping a young woman in 2019, was subject to an order to leave French territory (OQTF). Were there any failures in the monitoring of the suspect?
Who was the suspect in Philippine’s murder? In 2019, Taha O. was arrested for the rape of a young woman. “He was an individual with the profile of a dangerous sexual predator”explains the commissioner who led the police officers who arrested him at the time. Sentenced to seven years in prison, he was released after five years thanks to a remission of sentence. Upon his release in 2024, he was subject to an obligation to leave French territory (OQTF) and was placed in an administrative detention center.
For his expulsion, Morocco must issue a consular pass. In June, July and August, the requests of the French authorities remained unanswered. Taha O.’s detention was extended three times. On September 3, when it came to considering a fourth extension, the court acknowledged that “the risk of repetition of criminal acts cannot be excluded”. However, not all the conditions were met to extend his detention for a fourth time. The Moroccan pass finally arrived on September 6, after the release of Taha O., who was under house arrest in a hotel.
