A citizen of Magog, furious with the embankment left by a snowplow in front of his driveway, threw his shovel towards the driver of the machine.
The situation, fortunately, did not deteriorate. It’s actually a home video shot last Tuesday where municipal employees play all the roles in order to make citizens aware of the limits that should not be exceeded.
“It has been confirmed to me that this type of event happens very frequently in the winter season,” replied a spokesperson for the Estrie municipality, Claudia Fortin.

C’est la deuxième fois que Magog tourne ce genre de petites vidéos amateurs. La première série, à l’été 2022, montrait des signaleurs routiers enguirlandés et menacés de collision par des automobilistes.
L’effet est « difficile à comptabiliser », reconnaît Mme Fortin. « Mais on nous a dit que ça semblait être moins problématique » depuis la diffusion de la campagne vidéo.
Les Cépafins
Magog n’est pas la seule ville à miser sur les vidéos loufoques pour sensibiliser ses citoyens.
En janvier, Saint-Colomban a diffusé une vidéo dans laquelle son maire, Xavier-Antoine Lalande, lit et commente des messages disgracieux publiés sur la page Facebook de sa municipalité des Laurentides.

« Beaucoup de boomers (merdes humaines) dans ce “Villâge” de cosanguins », déchiffre M. Lalande à l’écran.
« C’est pas fin : moi, j’ai beaucoup de famille ici, quand même… mais j’ai pas fait le choix de marier ma cousine », ironise le maire.
Saint-Colomban s’est inspiré des Mean Tweets lus par les vedettes ciblées par des commentaires haineux, comme on en voit dans l’émission américaine Jimmy Kimmel Live.
Repentigny et Mirabel ont repris la formule, baptisée Les Cépafins. Le maire de Mirabel, Patrick Charbonneau, s’y montre particulièrement grinçant à l’égard de la langue des auteurs, pour qui « les travaux publics, ça veau pas grand-chose ».

« Pourquoi les sites pornos sont bloqués à la bibliothèque ? Je paye des taxes », lit le maire de Repentigny, Nicolas Dufour, accompagné d’un bruit de criquets. « Ben c’est ça, je pense qu’il n’y a pas grand-chose d’autre à dire », conclut-il, hilare.
« Il y a d’autres villes qui s’en viennent avec notre concept », s’est réjoui M. Lalande au sortir d’une réunion du conseil de l’Union des municipalités du Québec (UMQ), il y a une dizaine de jours.
Avis et constats
Beaucoup de municipalités observent une hausse des gestes d’hostilité envers leurs employés, et demandent à ceux-ci de les signaler. C’est ce que fait Magog depuis la fin de 2022. « Entre novembre 2022 et janvier 2024, ce sont 20 cas d’incivilités qui ont été rapportés. Il y en a probablement eu plus », dit Mme Fortin, en précisant qu’il s’agit surtout d’agressions verbales (cris, insultes, propos injurieux ou discriminatoires).
À chacun de ces 20 citoyens, la Ville a envoyé une lettre résumant l’évènement – le directeur général est même allé en porter une en mains propres à un commerçant. Jusqu’ici, personne n’a récidivé.
À Trois-Rivières, la direction des services juridiques a remis quatre avis et deux constats d’infraction l’an dernier. Et « juste depuis le mois janvier, [la Ville] received three emails which were of unspeakable vulgarity and violence,” the director of legal services, Mr.e Alex Hamelin, in mid-February.
In 17 years in the City, Me Hamelin had never seen anything like it.
We’ve always had people who can be rude or violent, but at such a high level of frequency and vulgarity, it’s special.

The municipal court recently fined a citizen who had made “extremely misogynistic comments” to a municipal assessor. “We could negotiate […] with a fight in the mud, women, you are good at that,” he notably proposed.
“Even if for the citizen these were “jokes”, what must be analyzed are the words themselves and the context in which they are pronounced,” indicated the judge, in an oral decision cited by Mr.e Hamelin.
Trois-Rivières officials have also received death threats twice in recent years. The first defendant pleaded guilty and received a conditional discharge in 2017. The second is awaiting trial.
The police are not always called for such dramatic cases.
“Before Christmas, a citizen came to take his garbage directly to town hall,” says the mayor of Saint-Colomban. The bags contained “personal information, so it was quite easy to find his address”. “We made sure to send them back to him with the police department. »
Like many municipalities, Saint-Colomban has a zero tolerance policy. The fine can reach $273 with costs, but only five tickets have been issued in a little over five years. “We let them do minor cases, […] but we still gave ourselves the means for the day when we considered that the line had been crossed. »
A municipal inspector, simply stopped at an intersection in a city vehicle, was already insulted by the driver of a van “saying that he was going to target him like a deer”. There were no complaints.
“These are exceptional cases,” emphasizes the mayor, like all the municipal stakeholders we spoke to. But like many, Mr. Lalande notes “a level of intolerance, fatigue of aggression” that he had not seen since he started in politics in 2013.
Cities, like all employers, are required to provide a workplace free of violence (see other text).
A public outing is sometimes enough to calm things down.
Last August, the mayor of Saint-Urbain, in Charlevoix, announced that requests presenting “characteristics of incivility” would no longer be processed. “ [Depuis] I have too much on one hand to calculate the number of times we politely asked people to call us back when they were less angry,” summarizes the general manager, Martin Guérin.
Same story in Amherst, in the Laurentians, where a “violent citizen” is exposed to measures ranging from a warning to a police complaint. Since the announcement of this policy in August 2021, only one written warning has been given, testifies the general director, Martin Léger.
“A return of a certain aggressiveness, mainly on the telephone, a little at the counter” however gave rise to a recent reminder on Facebook.
