The first Afro-descendant firefighter, Chief of Operations of the Montreal Fire Department, David Shelton, testifies to what he was able to observe and experience during his 33-year career in the fire stations. The complaints system is cumbersome and has serious consequences for victims. Complaints must pass through several hierarchical levels before being dealt with by the competent authority. Some people give up before and others fear that the situation will be worse afterwards. But Mr. Shelton sees a glimmer of hope. See what he offers.
