Twitter, artificial intelligence, the fight against cyberbullying… What to remember from the interview with Jean-Noël Barrot

The Minister Delegate for the Digital Transition and Telecommunications was the guest of “8:30 a.m. franceinfo” on Monday May 29, 2023.

Jean-Noël Barrot, Minister Delegate in charge of the Digital Transition and Telecommunications was the guest of the 8:30 a.m. franceinfo Monday, May 29, 2023. Twitter, artificial intelligence, the fight against cyberbullying… he answered questions from Lorrain Sénéchal and Neïla Latrous.

Fight against disinformation: “Twitter will be banned from the European Union if it does not comply with our rules”

“Twitter, if he does not comply with our rules, will be banned, in the event of a repeat offense, from the European Union”, assured Jean-Noël Barrot, as the American giant decided to leave the EU’s code of good practice against online disinformation. Since taking over the social network six months ago, billionaire Elon Musk has relaxed the moderation of problematic content. However, the fight against disinformation will be a European legal obligation from August 25th. “I hope that Twitter can comply by August 25 with the new European rules that we have adopted, otherwise it will no longer be welcome in Europe and force will remain with the law”threatened the Minister Delegate for the Digital Transition and Telecommunications. “We are going to bring them into the era of responsibility with obligations of moderation, but also with an imperative obligation: that of actively fighting against misinformation”he continued.

Artificial intelligence: do not “be left behind” under penalty of “decades of subjugation and technological dependence”

“Model types like ChatGPT are in a frantic race in which we must not be left behind, or we will shut down in decades of technological subjugation and dependence”said Jean-Noël Barrot. “It is imperative that we be able to supervise, but before that, that we can equip ourselves with these tools, otherwise we will be dependent on tools produced elsewhere”, he added, while the European Parliament is currently preparing the Artificial Intelligence Act, a draft regulation to regulate the use and marketing of artificial intelligence (AI). While recognizing the need to “give a frame” to the development of AI, the minister pointed out a positioning “excessive” of the European Parliament. “The position of the European Parliament is excessive, warned the Minister, it imposes audit obligations, transparency obligations which are excessive for this type of model that is ChatGPT”. “It is imperative to have in the coming months models such as those developed by these American giants”he explained, before recalling that Google had given up, for the time being, on deploying its conversational robot within the EU, in the face of regulatory constraints.

Cyberbullying: the Minister confirms the generalization of the digital passport “from the start of the next school year” for 6th graders

“From the start of the next school year, all sixth-grade students in our country will be provided with a digital passport, that is to say an awareness module in the computer room which will educate them about the risks and the right attitudes to adopt online when the ‘we are a witness or victim of cyberbullying’, said Jean-Noël Barrot. The bill presented on the 10th by the government provides for a new penalty of “banishment” against cyberstalkers or people found guilty of disseminating violent images, child pornography, pimping, Holocaust denial or incitement to hatred. “The judge may pronounce an additional penalty of banishment, like the additional penalty of stadium ban”underlined the Minister Delegate for the Digital Transition and Telecommunications. “The judge will give the obligation to these platforms to do everything possible to prohibit the re-registration of the perpetrators of cyberbullying”he specified.

Pornography: the minister asked “French companies to think about developing age verification solutions”

“I encouraged a number of French companies to develop solutions that are both reliable in measuring the age of the user and that guarantee zero registration, zero piracy”assured the minister, for whom “mother of battles” East “age verification”. Some 2.3 million minors watch an average of more than 50 minutes of pornographic content each month, according to the Regulatory Authority for Audiovisual and Digital Communication (Arcom). “Sites do not verify the age of their users”regretted the minister. “They tell us they can’t, but in reality they can. But they don’t want to”he pointed out.

The government will give Arcom the power to order, without the assistance of a judge, the blocking by operators and the delisting of pornographic sites that do not prevent minors from accessing their content. But how do you verify the age of visitors to porn sites? If verification via “the credit card is imperfect”the Minister pleads for “have applications that collect digital identity, anonymous proof of your age or majority from providers”. “In the same way that when we make a payment on the Internet and our bank asks us for verification from our smartphone, we can very well imagine that our anonymous proof of majority is stored on an application requested by services reserved for adults. or limited to a certain age when we want to access it”he developed.
