A month after Ukraine launched an offensive in Russia’s Kursk region, the Kremlin says it is open to talks if kyiv requests them. “If there is a desire to negotiate, we will not refuse”said Vladimir Putin on Thursday, September 5, at an economic forum in Vladivostok.
