The Asylum and Immigration bill will be debated in the Assembly from Monday, December 11. Among the flagship proposals, that concerns the labor shortage in certain sectors, such as catering, personal services or construction. Article 3 therefore proposes to create a one-year residence permit for “work in professions in shortage” under certain conditions including at least three years of service on French territory.
The new thing is that it will no longer be the employers who will have to take the steps for their employees in an irregular situation, the card serving as a work authorization. Because for many, this represents a real headache: the multiple supporting documents to provide, the forms to fill out and the appointments at the prefecture to obtain… Julien Kabouche, boss of a small masonry company in Houldizy, near Charleville-Mézières (Ardennes), mobilized to keep Fodé, today on a permanent contract, targeted in August 2022 by an obligation to leave the territory. “The procedures are complex. The hardest part is knowing who to contact”he slips to franceinfo.
Among the customers, big names in catering
Also featured in the film Skirmishers with Omar Sy, Fodé benefited from the mobilization of associations and obtained a residence permit after six months of administrative battle. “We are in difficulty with the work we have behind us, I have had to travel several timesexplains Julien Kabouche. He brought us a piece of paper, we tried to guide him as best we could, but without lawyers or certain organizations, we don’t know where we’re going.”
These bosses and employees in an irregular situation lost in the face of the twists and turns of the administration, Banco Camara supports them with its company, Ici Admin, created five years ago. From submitting the file to the prefecture until obtaining the desired official document, she takes care of everything. Its clients include large catering and cleaning companies.
It is because of the complexity of these procedures that employers call us, and also because several laws have been passed, so they no longer understand anything.

“To know what exists, what no longer exists, etc., she specifies. We offer support in the form of a package, with preparation, drop-off, appointment making and physical support at the prefecture. All this for the sum of 990 euros. But for most of our clients, the bill is owed to the companies, which absorb the support of their employees.”
With the government proposal, there are no more steps to take for employers. It would be up to the employee himself and without his approval to submit his request for regularization. “It would already be a first step”estimates Patricia Hyvernat, who chairs the association Patron et patronesses solidaires, requested every day and free by companies that want to hire undocumented people. “The young people, I can assure you that they are fully equipped to take care of their file as best as possible, they know exactly what the administration expects of them, and do not miss a thing. Here again they will have the courage and the tenacity to see things through to the end”believes Patricia Hyvernat. And this, despite, according to her, the slowness and cumbersomeness of the administration.
