The entry into force of the mandatory energy audit in the event of the sale of a house or a building in single ownership, to fight against “thermal strainers”, has been postponed to April 1, 2023, announced the Minister of Housing. In an interview at Parisianthe Minister Delegate for Cities and Housing Olivier Klein confirmed this postponement, the third after two dates previously scheduled for this measure, January 1 and September 1, 2022.

This decision will not interfere with the schedule planned around the “Climate and Resilience” law, promulgated on August 24, 2021, concerning the rental of dwellings considered as “thermal strainers”. In other words, ban from 2025 the rental of classified housing “G”by the energy performance diagnosis (DPE), and in 2028 for those classified “F”.

France has 5.2 million “thermal strainers” out of 30 million main residences, more than in the previous estimate in 2018 (4.8 million), according to a study by the National Observatory for Energy Renovation (ONRE). The part of “thermal strainers” is higher among second homes (32%, or 1.2 million dwellings) and among vacant dwellings (27%, or 0.8 million dwellings).
