Bastien Lachaud tabled a bill to restore proportional representation in legislative elections “as it existed in 1986”full proportional, announced the LFI deputy on Thursday April 11 on franceinfo, while the President of the National Assembly Yaël Braun-Pivet for her part wants a transpartisan bill to introduce a dose of proportionalism in the legislative elections.
“We do not want a dose of proportionalism. We want the entire National Assembly proportional”, says Bastien Lachaud. Yaël Braun-Pivet’s proposal to establish a proportional dose “is not a start”. According to him, “This poses more problems than it provides solutions. This creates deputies at two levels, deputies who have roots in a constituency, deputies who are elected by proportional representation. This does not make sense.”
“Departmental proportional”
Bastien Lachaud wants a “departmental proportional”. He recalls that during the legislative elections of 1986, the only ones to have taken place under this type of ballot, “there was an absolute majority that emerged”. The MP believes that this demonstrates “that we can have both a proportional vote and a stable majority in the Assembly”. “This will allow all political groups to be represented with their fair weight,” adds Bastien Lachaud.
The draft law (PPL) of the Insoumis was tabled on Thursday. It aims to establish “full proportional representation in the legislative vote”. In the explanatory memorandum, the PPL recalls that after the legislative elections of March 16, 1986, “the reestablishment in 1988 of the two-round single-member ballot has since deprived the French of parliamentary representation consistent with the diversity of their political opinions. The return to integral proportional will allow “on the contrary, all political expressions must be expressed and all social classes must be represented”specifies the text. “The next electoral deadline in 2027 may be an opportunity for some simple reforms to reestablish democratic guarantees.”
