(Montreal) The man accused of killing an SQ policewoman had a history of mental health issues and had been found not criminally responsible at least five times for past offences.
Isaac Brouillard Lessard, 35, was shot dead by police officers from the Sûreté du Québec (SQ) after fatally attacking Sergeant Maureen Breau on Monday evening in Louiseville, Mauricie. His colleague from the SQ was injured during this intervention.
Mr. Brouillard Lessard’s lawyer, Yanick Péloquin, said his client was due to appear next May before the Quebec Mental Disorders Review Commission.
This administrative tribunal had concluded in March 2022 that Mr. Brouillard Lessard posed a significant risk to public safety, but that this risk could be adequately controlled if he was properly monitored.
This March 2022 decision is one of many rendered by the Commission regarding Mr. Brouillard Lessard since 2014.
Court records show the man had five NCR verdicts since 2014 on various charges, including assault with a weapon and uttering threats.
Mr. Brouillard Lessard was on probation at the time of the events on Monday, after pleading guilty to an assault in 2021. In April 2022, he was conditionally released and sentenced to 200 hours of community service and two years of probation .
