The envelope of the initial budget devoted to aid for energy renovation goes from 2 billion to 2.5 billion, the government announced on Monday 26 September. The terms of allocation could, however, be modified. MaPrimeRénov’ indeed often finances small works, but too rarely complete renovations.
Are aids for energy renovation really effective? Out of 100 projects financed, as of Tuesday September 27, via the system MaPrimeRénov’, only 14 are major renovation sites. The other 86 are small gestures, such as insulating walls, changing windows or installing solar panels. Useful, but insufficient to eradicate thermal colanders. For an owner in Val-de-Marne, the aids are poorly calibrated. He can insulate two walls, but receives no subsidy for the third, because MaPrimeRénov’ is capped at 100 m2.
He must advance all the costs: 21,370 euros for work, including 8,000 euros reimbursed by aid. What does the executive plan to do? With a budget of 2.5 billion euros, the government wants to target major works in 2023, for more energy efficiency. He has not yet given details. “70% of the bonuses that have been paid since the beginning of the year are for changes to the heating system. The challenge is to be able to rebalance in favor of insulation [et] of the envelope of the house”says Audrey Zermati, Strategy Director at EFFY. According to specialists, the budget remains insufficient to fight against the more than five million energy strainers.
