“It’s a measure that we would not take back today”, concedes Emmanuelle Wargon

While the Abbé Pierre Foundation publishes this Wednesday a report on the results of Emmanuel Macron’s five-year term on the theme of housing, one decision in particular remains highly criticized by the Foundation: the reduction in 2018 of APL by 5 euros per month. “It’s a measure that had been taken by Bercy, which is a technician measure. Facing her, Christophe Robert, the general delegate of the Abbé Pierre Foundation: “From the start of the five-year term there have been decisions on very significant budget cutshe lamented. We have cut on APL and social housing, in five years 15 billion euros, that means less 15 billion euros dedicated to housing. Emmanuelle Wargon indicates for her part that the APL have been “passed in real time”, “that is to say, we went to look for the last available resources” to calculate them. “It is also a reform of justice.” “And indeed, the Foundation’s own report says that the principles are indisputable.”

Christophe Robert tempered the minister’s remarks: “You have a policy, that of ‘housing first’ which targets the most poorly housed people, it is going in the right direction, but if on the one hand you are housing people thanks to this policy but on the other hand other you cut on social housing, you cut on APL, you don’t finally provide support”.

For the General Delegate of the Abbé Pierre Foundation, “when you talk about APL, it’s not just the 5 euros [de baisse par mois]we also froze them, we removed the APL for home ownership … That is to say, we had a set of cuts which amount to several billion euros. A report disputed by the minister, who for her part points to the many government measures in favor of purchasing power: “The budget of a household is an entire budget. Housing is the first expense, but when you look at what a household has left at the end of the month, you have to look at all the aid”.
