Former SPVM chief was constructively dismissed, court concludes

The former director general of the Montreal Police Service (SPVM), Philippe Pichet, was indeed the victim of constructive dismissal, according to the Court of Quebec.

The long legal saga between the City of Montreal and the former director general of the SPVM has seen a significant development. In their judgment rendered on June 25, judges Nathalie Chalifour, Scott Hughes and Steve Guénard of the Court of Quebec considered that Philippe Pichet was the victim of a constructive dismissal by the City of Montreal, which sought to deliberately exclude him from any important position within the SPVM between 2018 and 2023. However, the City will not have to pay damages to the former director of the SPVM because he filed his legal action too late to meet the legal deadlines and to be entitled to compensation.

“With respect, nothing in the actions of the City of Montreal demonstrates that it was concerned with Mr. Pichet’s best interests. Writing and saying it is not doing it,” states the judgment of the Court of Quebec.
