First conviction of the State for unworthy conditions of detention at the Evreux remand center

Fifteen years after the first state conviction for unworthy conditions of detention in the Rouen remand center, a new conviction for the other Upper Normandy remand center, in Evreux. The administrative court of Rouen recognized the non-respect of the regulations of the European Court of Human Rights which requires 3m² per prisoner in a cell.
