Father and son charged with premeditated murder in Quebec

A father and son were charged Wednesday with the first-degree murder of a 32-year-old man in a rooming house on Chemin Sainte-Foy, Quebec. A 16-year-old boy was also charged in this case.

Dominic Larocque, 55, and Cédric Larocque, 20, were formally charged in the afternoon with the murder of a 32-year-old man, which occurred Tuesday evening.

The two defendants who have appeared are a father and his son. According to the indictment, the latter resided in the rooming house where the drama was played out.

A 16-year-old boy was also charged in the Youth Division at the end of the afternoon.

He faces charges of wearing a disguise for a criminal purpose and carrying a weapon for a purpose dangerous to the public. He’ll be back in court tomorrow for his bail hearing.

Dominic Larocque is the only defendant with a criminal record for a case of possession and careless storage of a firearm dating back to 2007. He was also charged with possession of drugs in this case.

His son Cédric has no criminal record.

The two men will return to court on December 5. They both remain detained.


A victim known to the police

The attack took place Tuesday evening around 9:10 p.m. in a rooming house. The identity of the victim, first filed with a non-disclosure order since the family had not been notified of the death, was finally revealed. This is Manuel Paradis.

The man was reportedly stabbed to death, while a 46-year-old woman was also injured in the altercation.

Well known in prison, Manuel Paradis had a long criminal record and was sentenced to a few prison terms over the years.

His longest sentence, 30 months, was pronounced for events that occurred in 2018. Paradis was then convicted of assault with a weapon causing bodily harm, aggravated assault and death threats. He was also sentenced to five months in 2014 for spitting at a police officer while being held at Victoria Police Station.

He has also been convicted in the past of breach of condition, mischief and escape from legal custody.

Problem building

The manager of the building where the assault took place, André Villeneuve, said he was aware that there was a disturbance that was becoming more and more intense.

“I had a tenant with whom I had some small problems,” shares Mr. Villeneuve.

The manager says he spent part of the night responding to investigators, but had little information about the events.

A resident of the place, Fannie Bélanger, indicates that the problems started at the beginning of the week.

“It had already started to brew on Sunday,” she drops. However, she does not know what led to the tragedy on Tuesday evening.

“Baffles” during the night

The neighbors met by The newspaper about the event are however unanimous: the building where the homicide occurred was not very popular.

“My windows open directly onto [l’allée de la résidence] and it was always noisy. There are squabbles in the middle of the night,” says Éléonore Lemieux. “We stay away,” she continues.

“We didn’t see anything physical, but it screams a lot. There was a lot of verbal abuse,” says Jimmy Larivière, also a neighbor.

The exchanges could be very intimidating, on occasion.

“[Depuis quelques jours] it was worse, verbal abuse. We heard, for example: “I’m going to give you a volley”. Things like that”, continues the young man.

Psychological help

The CIUSSS de la Capitale-Nationale deployed a team of psychosocial workers to the scene to help residents of the building and members of the surrounding community who could be affected by the event.

“In the situations we face, we often have people in a state of shock, trying to make sense of a situation that doesn’t necessarily have any. Our interventions aim to defuse these situations,” explains Jean-Marc Tanguay, head of the psychosocial component, civil security of the CIUSSS de la Capitale-Nationale.
