Having long been polishing his image as a presidential candidate, Édouard Philippe declared in Le Point on Tuesday, September 3, that he was a candidate for the 2027 presidential election. Little known to the general public in 2017, the mayor of Le Havre (Seine-Maritime) was then appointed Prime Minister by Emmanuel Macron, whom he had not supported during the campaign. He would remain loyal to him.

These three years at Matignon were troubled by the Yellow Vests uprising from 2018, strikes against pension reform and then Covid-19. Re-elected in his city, he left the post of Prime Minister in July 2020. In 2021, he created the Horizons party, which joined the presidential majority.
