Dubé reform | Santé Québec will be far from the realities on the ground, say the FIQ and the CSQ

During the hearings on the Dubé reform on Wednesday, two other health union organizations deplored the decisional remoteness of the people who will have the real power. Santé Québec will be far from the realities on the ground.


The FIQ and the Fédération de la santé, affiliated with the CSQ, thus fear the “non-respect of regional realities”, in this reform of the network which they consider centralizing, because everything will be decided “at the top”.

However, Montreal is not Chandler or even Nicolet, launched Luc Beauregard, of the CSQ.

Even if the reform provides for managers in health establishments, the trade unions fear that they do not have real powers.

Also, the great mobility that will be required of staff makes the Interprofessional Federation of Health fear staff movements that will weaken certain centers.

Its president, Julie Bouchard, says that she experienced the situation when the CISSSs and CIUSSSs were created. Nurses have thus left the smaller centers to go to the larger centers in the same region. And she believes that this is what will happen with the single employer that will be Santé Québec, as well as with seniority in the network rather than by establishment.

“This is where it is worrying. Mobility does not add care professionals to provide care on a daily basis. On the contrary, we are weakening certain centers to improve others”, affirmed the president of the FIQ, Julie Bouchard.
