Dubé foresees benefits from his health network reform from summer 2024

The Minister of Health, Christian Dubé, expects the positive effects of Bill 15 and its reform to be felt “during the summer and fall.”

“The big benefits – the single employer, the mobility that I’m talking about – that will come during the summer and during the fall,” he declared in a press scrum on Wednesday.

Adopted under a gag order on Sunday, Bill 15 completely restructures the health network by splitting the mission of the Ministry of Health in two and creating a single employer for the entire network: the Santé Québec agency.

The minister was adamant that the law be adopted before the end of the year. On Wednesday, he indicated that the call for applications to appoint the CEO of Santé Québec would be launched in the first week of January.

The chosen person would then be in office in March or April, depending on their estimates. During the summer, a transition committee will be tasked with planning the restructuring of the network for the fall, particularly with regard to the impact on employees and the separation of the department into two parts.

On Wednesday, Mr. Dubé suggested that if Santé Québec was already in operation, it would be easier for it to counteract the overcrowding in emergency rooms. “If I had my PL15, I would be able to have mobile teams, what we call “swat teams” [équipes d’intervention], but I don’t have that flexibility. »
