(Québec) Au lendemain d’un revers cinglant dans la circonscription de Jean-Talon, François Legault ressuscite l’idée d’un troisième lien autoroutier entre Québec et Lévis. Le recul sur sa promesse-phare dans la région de la capitale est à l’origine de la perte de confiance des électeurs, estime le premier ministre.
Au cours des prochains mois, M. Legault entend consulter la population afin de déterminer la forme que prendrait ce troisième lien version 3.0. L’option d’un tunnel autoroutier, abandonné il y a quelques mois pour des raisons de coût et d’achalandage, revient sur la table. La Coalition avenir Québec (CAQ) misait pourtant depuis ce printemps sur un tunnel dédié au transport collectif.
« Qu’on soit pour ou qu’on soit contre le troisième lien autoroutier, il y a plusieurs gens dans la grande région de Québec qui ont senti qu’on ne respectait pas notre promesse », a dit le premier ministre lors d’une mêlée de presse avant la période des questions.
« Il faut accepter avec lucidité, avec humilité, qu’on a reçu un message important hier [lundi]not just citizens of Jean-Talon, but I would say citizens of the entire greater Quebec region. […] We have work to do to rebuild the CAQ’s bond of trust with the citizens of the greater Quebec region,” he added.
The CAQ shaken
Faced with the decisive victory of the Parti Québécois (PQ) in Jean-Talon, a riding located in the Sainte-Foy and Sillery neighborhoods of Quebec, François Legault judges that the ball is now in the citizens’ court on what they want as road project.
“I take note of the message I received yesterday [lundi]. I will consult, listen to the population and then we will come back to you, but for the moment, the ball is a bit in the citizens’ court,” he said.
“We got a message yesterday. Citizens are not satisfied with the CAQ government. I think there is a connection to be made with the third link. We have to go and consult them,” added Mr. Legault.
In the spring, however, the Prime Minister was categorical: a third highway link was no longer justified due to new traffic projections on the roads and the estimated cost of the megaproject. Faced with defeat, “we must take into account what the population wants,” he now says.
“I will first listen to the population. If the population wants something new, we will look at something new,” said Mr. Legault.
