COVID-19 | Former civil servant accused of producing false vaccine profiles

Criminal charges have just been brought against a former administrative officer of the CIUSSS du Centre-Sud-de-l’île-de-Montréal, in connection with the production of false vaccine profiles in the registers of the health network.


Deborah Kapinga, a 31-year-old resident of Brossard, is accused of forging false documents and unauthorized use of a computer, according to the information filed at the Montreal courthouse.

It was the Permanent Anti-Corruption Unit (UPAC) that conducted the investigation. According to the police, the facts took place in April 2022, when the use of the vaccine passport had already ceased for a few weeks in Quebec.

The accused will appear in court at a later date.

Last December, on the occasion of its annual report, the UPAC explained that public denunciations had increased by 139% last year, due to the numerous reports of the manufacture of false vaccine passports in the health network. during the COVID-19 pandemic. The organization says it has opened 41 investigations related to this phenomenon.

In December, 69 statements of offense had already been given to people who acquired the fraudulent vaccine evidence, while criminal charges had already been brought against three employees of the health network who allegedly produced the false documents. In documents filed in court, the police report large sums of money received by the officials involved, but it is not known if this is the case for Mr.me Kapinga.
