Council of Ministers: my suggestions for the CAQ

The Prime Minister is in the process of refining his council of ministers. Here are some suggestions concerning key missions of the State which have been neglected by the CAQ.

Ministry of Ecological Transition (environment)

In the absence of an environmental specialist, the CAQ should bet on a passionate, solid and documented person to face the caucus, because difficult decisions will come to ensure the follow-up of the action plan aimed at reducing GHGs. Ideally, from the new generation of elected officials, we think of Christine Fréchette for a new start for this fundamental issue.

Transportation

This ministry has focused on highway development for too long. Since transport is responsible for 50% of GHGs, it is essential to change the approach. A person with in-depth knowledge of the municipal environment, land development and public transport would be a great asset. Suzanne Roy could stand out. With his “Let me go with GHGs”, Bernard Drainville was disqualified, just like for Energy.

Ministry of Public Transport, Assets and Electrification of Transport

Quebec has lagged embarrassingly behind in the deployment of public transport compared to the Canadian provinces, Europe or Asia, when this should be a project of the decade. The blue line, the REM and the tramway in Quebec will not change anything. It is time to create a new ministry with the mandate to accelerate these projects, to propose new ones and to substantially increase the budgets of the transport companies. This Minister would also be responsible for deploying the ambitious Transportation Electrification Strategy. I would see Simon Jolin-Barette there. Stalling public transport needs an influential minister.

Education

Education should be the foundation of our social project: ministerial experience required please.

Public security

Why change ministers at a critical time?

Finally, some ministries must change their mission and consequently their name: Ministry of Health and Retention, Ministry of Agriculture, Food Sovereignty, Biology and Fisheries, Ministry of Seniors and Home Care.
