April Budget Changes: Zero-Interest Loans and Increasing Gas Prices Impacting Your Finances

April brings significant financial updates that will impact household budgets. Key changes include the launch of a new Zero-Interest Loan for first-time homebuyers, increased notary fees, rising gas bills, fresh investment opportunities at Caisse d’Epargne and Banque Populaire, adjustments to various social benefits through the CAF, and rate hikes at SG. Staying informed about these modifications is crucial for effective financial planning this month.

Monthly Financial Changes That Affect Your Budget

As we welcome April, numerous modifications are set to influence household budgets. It’s essential to stay informed about the financial adjustments that may impact your wallet this month.

Introducing the New Zero-Interest Loan Across France

On April 1, the updated version of the Zero-Interest Loan (PTZ) for 2025 will be launched. This loan is specifically designed for first-time homebuyers who meet certain income requirements. To qualify, applicants must not have owned a home in the previous two years, and it is also available for individuals with disabilities or those who have experienced disasters.

Previously, since April 2024, the PTZ was limited to new housing purchases within specific high-demand geographic zones (A, Abis, and B1). Buyers in less saturated zones (B2 and C) were only eligible for renovation projects in older properties. However, starting April 1, 2025, the PTZ will be accessible for new property purchases across the entire country, including both new apartments in collective residential buildings and standalone houses.

Increased Notary Fees in Certain Areas

The 2025 budget has confirmed an increase in transfer taxes, commonly known as “notary fees,” which will take effect over the next three years. These fees can rise by up to 0.5 percentage points, elevating the ceiling from 4.5% to 5%. This increase represents a significant component of acquisition costs and is a vital revenue source for local governments. Many departments have already implemented these fee hikes, with more likely to follow suit.

Upcoming Changes to Your Gas Bills

If you rely on gas for cooking, heating, or hot water, brace yourself for another rise in your bills this April. The benchmark gas price, which is set by the CRE to help consumers make informed decisions about their energy providers, will see an upward revision beginning April 1.

April also brings fresh investment options at Caisse d’Epargne and Banque Populaire, providing new avenues for growing your finances.

CAF Developments: Activity Bonus and Family Allowances

April marks the annual revaluation of various social benefits distributed by the Family Allowance Fund (CAF). On April 1, 2025, around ten different allowances will see adjustments, including the Specific Solidarity Allowance (ASS) provided for job seekers who are no longer eligible for unemployment benefits. Other affected benefits include family allowances, RSA, and AAH.

Official updates regarding the new amounts for these CAF aids will be available on April 1.

Rate Increases at SG

At the end of January, SG, part of the Société Générale group, published its updated pricing guide, effective April 1. This new brochure reveals a series of price hikes, including a 1.47% increase for the Visa Infinite bank card and a staggering 60% for the reissuance of a card’s secret code through an advisor. Additionally, as is customary each year, account maintenance fees will also rise.
