A Senate report made public on Thursday March 17 highlights the sprawling presence of consulting firms within ministries. For the year 2021 alone, at least 1 billion euros have been spent by the State to obtain this advice.

The starting point of this Senate investigation, the management of the health crisis from 2020. We then learn that the consulting firm McKinsey intervened in the vaccine campaign. The influence of these external stakeholders in the ministries is then highlighted. And that’s just the tip of the iceberg. Because according to the senator Eliane Assassi, the cabinets intervened on whole sections of public policy. For example, Capgemini has worked on simplifying access to rights for people with disabilities. For the reform of legal aid, support was requested from the firm EY.

In total, only for the year 2021, a minimum of 1 billion euros has been spent by the State to use this advice. The firm which is particularly in the viewfinder of the Senate is the American McKinsey, much in demand by the State. During the investigation, one of its directors claimed to pay corporate tax in France. The senators who checked claim that McKinsey has not paid corporation tax in France for at least ten years. Between 2018 and 2021 the expenditure of the ministries was multiplied by 2.36. The chairman intervened in this investigation by justifying and validating the use of private parties.
