“The culture of violent initiations” in the Quebec Major Junior Hockey League (QMJHL) must end, insist elected officials from the National Assembly. In a report filed Tuesday and full of 23 recommendations, they encourage the Courteau circuit to have an “independent” board of directors which would not include a majority of team owners.
The fifteen-page document is the culmination of work carried out this winter by the deputies of the National Assembly’s Committee on Culture and Education (CCE). It offers several ways to put an end to the issues of “hazing” in the sports community in Quebec.
Among these, the idea that “the board of directors of the QMJHL be completely independent and do not include a majority of owners or staff members of the teams and that it include a better ratio of women and minorities cultural”. According to the elected officials of the CEC, the current governance structure of Quebec minor hockey currently offers “limited means” of eliminating toxic and violent initiations.
The parliamentarians also demand that the Complaints Officer set up last year by Quebec “be formalized in a position and embodied in a person”, and that this person be able to receive complaints “related to alleged facts that allegedly happened prior to 120 days”.
