The rent framework concerns Paris, as well as nine cities of Seine-Saint-Denis, Lille and Lyon. According to the Abbé Pierre Foundation, more than a third of Parisian advertisements exceed the legal ceiling.
If rents are regulated in some large cities, the rule is not sufficiently respected. A study by the Abbé Pierre Foundation thus appear than 35% of Parisian housing exceeds the ceilings provided for by law. These excessively high prices erode the purchasing power of tenants. “It means that they are ruining themselves to have accommodation in Paris, (…) and that afterwards they have no more money to have a little leisure, to eat properly”, comments Manuel Domergue, director of studies at the Foundation.
Paris is not the only city concerned. For one-room accommodation in Lyon (Rhône), the rent displayed on a website is 790 euros, for a maximum estimated price of 463 euros. The proposed rate is 32% above the ceiling. The study also points to some real estate professionals: 22 to 52% advertisements published on the sites would not be compliant. Corinne Jolly, president of Particulier à Particulier, nonetheless recalls that the excess rent “is legal” if the accommodation “has exceptional characteristics”. These features can be a terrace, or a view of a monument.
