A “serious, heavy decision”but also “an act of trust”. Emmanuel Macron announced the dissolution of the National Assembly on Sunday June 9, after the large victory of the National Rally in the European elections. The list led by Jordan Bardella collected nearly 31.4% of the votes, according to the final results, far ahead of the Renaissance list of the presidential majority, led by Valérie Hayer (14.6%). The head of state specified that the two rounds of the upcoming legislative elections will be held on June 30 and July 7.

Start of the campaign, organization of the ballot, votes… Franceinfo details the schedule for the coming weeks.

At the end of the week of June 10: submission of applications

Article 12 of the Constitution sets a deadline of 20 to 40 days for holding elections after a dissolution. Article L157 of the Electoral Code also provides that declarations of candidacy must be submitted to the prefecture no later than 6 p.m. on the fourth Friday preceding polling day. “The first round taking place on June 30, it should have been Friday June 7”, specifies constitutionalist Jean-Philippe Derosier to franceinfo. However, the dissolution was announced on Sunday June 9. “We are not illegal, because article 12 of the Constitution imposes itself on the Electoral Coderecalls the specialist. He will have to adapt. Applications will probably have to be submitted by the end of the week to allow for the official fourteen-day campaign which begins next Monday.”

June 17: start of the official campaign

The campaign for the legislative elections promises to be very short. Usually, it is organized in two stages: one “period which extends over the six months preceding the election, with certain rules governing the electoral campaign”, recalls the Ministry of the Interior. This period will this time be reduced to one week. The official campaign period, supervised by “stricter rules”short of the second Monday preceding polling day” until “the day before the vote at midnight”. It will therefore start on June 17 and end on June 29. During these two weeks, the candidates’ programs will be available online, recalls the site Vie-publique.fr. There will also be “an official radio and television campaign for parties presenting candidates”.

June 30: first round of legislative elections

Emmanuel Macron opted for the shortest deadline in the 20 to 40 day window for holding the vote: the first round will take place on Sunday June 30, i.e. twenty-one days after the announcement of the dissolution. Voters will therefore be called to the polls to designate the 577 deputies who sit in the lower house, two years after the last legislative elections. To be elected in the first round, “we must obtain an absolute majority of the votes cast and a number of votes equal to a quarter of the registered voters”recalls the site vie-publique.fr.

July 7: second round of legislative elections

The second round will take place a week later, on Sunday July 7. To qualify, a candidate must have obtained in the first round a number of votes at least equal to 12.5% of the number of voters registered in the constituency”, specifies vie-publique.fr. This can give rise to triangulars or quadrangulars.

Conversely, if a single candidate reaches at least 12.5% of the number registered, “the candidate having obtained the greatest number of votes after him can remain in the second round”still according to the same source. “In the event that no candidate meets this condition, only the two candidates who come first can remain in the second round.”

The candidate who comes first with a relative majority is elected deputy. “In the event of a tie, the oldest is elected”details vie-publique.fr.

July 18: first ordinary session

Article 12 of the Constitution provides that “the National Assembly meets automatically on the second Thursday following its election”. The second round takes place on July 7, so this session could take place on Thursday July 18. “But nothing prevents convening an extraordinary session before”specifies Jean-Philippe Derosier.
