The civil servants will have 3 half-days of training, with first of all a first theoretical presentation which will allow to set the scene and to raise awareness of the effects of global warming with explanations of the IPCC reports in particular. The second part of this training will be more concrete and will take place in the field with the visit of a farm converted to organic or a completely renovated administration. There will also be workshops to understand that it is possible to act and reduce our carbon impact. Finally the third half-day, back in the administrations, will be a time for discussions to build action plans.

Initially, only the State civil service will be concerned, in the next 18 months, 25,000 category A executives will be trained. They are those who take the decisions in the central administrations, the prefectures, the rectorates. There will also be diplomats, magistrates. The hospital and territorial public functions will be concerned in a second phase.

At the top of the State, so that the awareness spreads correctly, by Christmas, it is the ministries and the directions of the central administrations which will be trained. The initial training of senior civil servants will also be adapted to climate issues. The Ministry of Public Service relies on the commitment of its agents. From 2023, part of the variable remuneration of the prefects will be based on the deployment of these training courses, to encourage them to train.
