The Prime Minister used article 49.3 on Wednesday on the first part of the finance bill. This is the 13th time since taking office.
Thomas Cazenave, Minister for Public Accounts, justified Wednesday October 18 on franceinfo the use of 49.3 by the Prime Minister in the afternoon on the text of the revenue section of the 2024 budget. “We do not have the choice”assures the minister, who explains that “the opposition groups have always said that they would not vote for this text”.
This 49.3, the 13th used by Prime Minister Elisabeth Borne since her arrival at Matignon, is not a refusal of debate according to Thomas Cazenave. “The democratic exchange took place with all the groups of the Assembly and the Senate to find points of consensus”recalls the latter, who mentions in particular the “3,000 amendments examined within the committee”.
“My responsibility, as Minister of Public Accounts, is that before the end of the year, we have a budget”, explains Thomas Cazenave. It therefore justifies: “We know that we do not have a majority, we have no choice.”

The minister then recalls that the executive worked with “all parliamentarians, the proof is that between the government’s initial text and the text which has just been tabled with 49.3, there are 300 parliamentary amendments which were retained by the majority and the opposition “citing amendments from the majority, but also from the PS, the PCF, the LR and Liot.
