“We give owners the means to finance” the work, assures the Minister of Energy Transition

The ban on the rental of G-rated housing must come into effect from January 1, 2025.

“We give owners the means to finance” housing renovation work, assured Friday, November 3, the Minister of Energy Transition Agnès Pannier-Runacher, guest of 8h30 franceinfo, while the ban on the rental of thermal strainers, for housing classified G, must intervene from from January 1, 2025.

“We are talking about work which can take a few weeks to a few months. We are not talking about work which takes a year and which blocks the rental”wanted to reassure the minister in the face of the concerns of owners of old or poorly insulated housing. “We finance owners up to 90% in certain situations, up to 40% in other situations and they pass on the payment for thermal strainers to their tenants”, she said. To encourage owners to carry out the necessary renovation work, the minister indicated that the government “had put 50% more money into aid for thermal renovation”. In July, Prime Minister Élisabeth Borne announced increasing the budget for MaPrimRenov’ from 2.4 to 4 billion euros for individuals.

Agnès Pannier-Runacher reaffirmed that the ban on the rental of G-rated accommodation will apply to new rental contracts from January 1, 2025. “It is when the tenant leaves the accommodation to move to another accommodation that the question arises”she clarified, before adding that these goods were the source of energy consumption three times higher than normal. “Behind thermal strainers, these are completely degraded living conditions, in winter you are cold, in summer you are hot, you probably have fungus, because the accommodation is poorly ventilated, it is such accommodation -here we are talking, this is not accommodation that is not very well insulated“, she explained. “It’s a question of dignity”insisted Agnès Pannier-Runacher.

Fraud controls on the rise

In parallel, “we provide the means to fight against fraud”, indicated the Minister of Energy Transition. Controls will increase by “30%”, she announced. “We have around 170,000 all inclusive each year and we want to exceed 220,000″, she set as a goal. “Its a question of confidence”, she repeated. These controls will aim “rather the companies because in the fraud schemes that we have, it is mainly the companies which are in charge, rather little the individuals”she stressed. “The challenge of these controls is to see during, in the middle of the construction site or at the end of the construction site, whether what was planned in the estimate and which is subsidized by the State has been correctly executed and actually executed”explained Agnès Pannier-Runacher.

The objective is to reassure the French about the quality of the work and ensure that those who try to finally capture this important aid given by theAndat” be sanctioned, while more than 10,000 consumer complaints were noted in 2022 regarding embezzlement in renovation work or even abusive telephone canvassing. “There are good reflexes to have: never accept cold calling. It’s strictly forbidden on thermal renovations so that means it’s probably a scammer on the line”she recalled.
