According to her, “there is a real desire (on the part of Ursula von der Lyen, the president of the European Commission) to help countries, like Ukraine and Moldova, which have the choice to turn towards the West, values, democracy, and to cut ties with Russia a little (…) We are sending an indirect message to Vladimir Putin.”
