  • The conditions for a first meeting between the Ukrainian president and his Russian counterpart are now possible, Kyiv and Moscow said. The United States, however, remains skeptical about a possible de-escalation.
  • In the west of the country, Russian forces bombed the Starokostiantyniv military airfield on Tuesday, destroying the town’s fuel stocks. In the south, a strike hit the Mykolaiv regional administration building. At least 12 people died, and 33 others were injured.





  • In the Kyiv region, Russian troops fired more than 40 missiles and rockets in 24 hours at residential areas, destroying more than 550 targets, the regional military administration announced on the Telegram network.
  • The criteria required to launch in the coming days a humanitarian operation to help the inhabitants of Mariupol, besieged by the Russian army, “are not met at this stage”, according to the French government. Emmanuel Macron spoke with Vladimir Putin on Tuesday.
  • Other sanctions could be applied against Russia, Joe Biden and European leaders agreed on Tuesday after a meeting. Canadian Minister Mélanie Joly also pleaded in this direction.
