Jacob Picard, 27, was charged with assault causing bodily harm and assault. He will appear on November 28 at the Quebec City courthouse.
The charges stem from a series of videos that emerged last December. The Bureau of Independent Investigations (BEI) had been entrusted with two files: the first concerned incidents that occurred in November 2021, in the Grande-Allée and Chevrotière sector in Quebec City, and the second, a muscular arrest on 17 October 2021 at the District Saint-Joseph bar.
The BEI announced on Monday that these investigations had led to charges.
