(Ottawa) Prime Minister Justin Trudeau will have waited until the last day of the statutory deadline to create the State of Emergency Commission, which will study the circumstances surrounding the use of Emergency Measures Act to put an end to the convoy of trucks in Ottawa and the blockades of border crossings last winter.

This independent public inquiry will be chaired by Ontario Judge Paul Rouleau. It will examine “the evolution of the convoy, the impacts of funding and misinformation, the economic consequences and the efforts of police forces and other responders before and after the declaration of the state of emergency”, according to a press release sent by the prime minister’s office.
Justice Rouleau’s report must be tabled in the House of Commons and the Senate by February 20, 2023, a year to the day after the end of the police operation that ended the demonstration that paralyzed the center -city of Ottawa for three weeks.
