Mohamed Sifaoui is the man whose name came up many times in the Senate hearings on the “Marianne fund”. He has so far refused to speak. So who is he? A journalist, he became known in the early 2000s for his infiltration within a jihadist cell. Placed under judicial protection, he is regularly invited to programs to talk about radicalization and jihadism. He is also crazy about his controversial outings, such as the difference between the Arab league and the French.
Two aborted projects
In 2016, he crossed paths with the USEPPM. This association will later receive money from the “Marianne fund”. At first glance, it has nothing to do with Islamism or radicalization. The association notably offers martial arts lessons. On May 20, 2017, he officially became the administrator of this association. At the beginning of 2018, with the help of the association, he launched a first project: the magazine Contre Terrorisme. Inside, there are articles from specialists in the field. The beginnings are promising and the subscriptions numerous. However, the publication stops after two issues. Mohamed Sifaoui will also leave the association a slate of several thousand euros.
In the summer of 2021, the USEPPM receives the grant from the “Marianne fund”, i.e. 266,000 euros out of the 350,000 planned in total. From this grant was born the iLaïc project. From this endowment, Mohamed Sifaoui will receive 73,676 euros gross, between June 2021 and December 2022. This type of remuneration was not authorized by the USEPPM.
Me Cyril Fergon, the association’s lawyer, questions the effective work of Mohamed Sifaoui on this file. The case is now in the hands of the courts. The National Financial Prosecutor’s Office has opened a judicial investigation for embezzlement.
