The Senate has opened a parliamentary inquiry to clarify the case of the “Marianne fund”. How were the associations that received the grants selected? Response elements.

On March 29, 2023, France 2 and the weekly Marianne revealed a resounding affair: that of the “Marianne fund”. This grant was set up following the murder of teacher Samuel Paty. It aims to finance associations that fight against separatism and cyber-jihadism. The use of the 2 million euros from the “Marianne fund” raises questions, because the result is sometimes very meager. The association that received the largest grant, nearly 355,000 euros, notably produced 13 videos on YouTube. So how were the associations chosen?

One of the first hearings is that of Chrsitian Gravel, the Secretary General of the committee responsible for managing the fund, the CIPDR. He is notably questioned about the absence of written traces of the selection process. He resigned following these hearings.

What is the personal responsibility of Minister Marlène Schiappa? As of April 7, an official statement denied the slightest personal involvement of the minister. These statements are not consistent with those made under oath by the Deputy Secretary General of the CIPDR. According to him, the procedure would have been changed by the minister’s office to personally decide on the subsidies. A report from the general administration inspectorate denounces, among other things, a call for projects “which was neither transparent nor fair”. The National Financial Prosecutor’s Office has opened a judicial investigation for embezzlement of public funds through negligence, breach of trust and illegal taking of interest.
