A reward of up to $100,000 is being offered for information leading to the arrest of All Boivin, one of the ten most wanted criminals in Quebec.
The Sûreté du Québec made the announcement Wednesday morning in a press release.
The reward is offered as part of the Bolo program through which Canada’s police forces publish photos and information of the country’s most wanted criminals.
All Boivin, 34, is a drug trafficker active in the regions of Saguenay–Lac-Saint-Jean, Mauricie and the National Capital.
Formerly one of the territory managers of the Hells Angels of Trois-Rivières Bernard Plourde, he would have fallen out with the international criminal organization of bikers in 2022 and would have been in conflict with it – and his Red Devils school club – since then, according to the police.
Violent events that occurred in the last year in the Saguenay–Lac-Saint-Jean and Mauricie regions are believed to be linked to this conflict.
Among these events, let us recall the story of a 28-year-old man from Saguenay kidnapped and found with a severed toe, in Montreal, last February.
A run of more than a year
Boivin’s organization was targeted by an SQ investigation called Radon in February 2023, but he slipped through the cracks and has been on the list of the ten most wanted criminals in Quebec since.
Boivin faces charges of drug trafficking, possession of drugs for the purpose of trafficking, conspiracy, trafficking of cannabis and possession of cannabis for the purpose of trafficking.
These charges are linked to events that occurred since August 2021 in the cities of Saguenay, Quebec, Brossard and Abbottsford in British Columbia.
“To escape justice, the investigation shows that he uses false identities. He could be anywhere in Quebec,” indicates the SQ in its press release.
Boivin has several criminal records. In 2021, he was notably sentenced to three years of imprisonment for beating two young women.
