“This text must be useful, effective”, says Sacha Houlié, president of the Law Commission and Renaissance deputy for Vienne, Sunday November 26, on franceinfo, about the immigration bill. He specifies that it is not possible to adopt “anything and everything, whether it is effective or not, as some people suggest to us.” He also points the finger at the senators, who “have voted for a whole section of measures which we know full well will not pass the Constitutional Council, such as that on State medical aid [AME].”

The immigration bill will be examined on Monday November 27 in the Law Committee. Seventeen Republican deputies spoke in There Tribune Sunday and say they are ready to vote for this law, “if the spirit of the Senate project prevails”. “I congratulate these 17 parliamentarians who decide to favor their country”, “to take a step towards us”, reacts Sacha Houlié.

But the Macronist deputy is tempering, because the Senate wants foreign students to pay a deposit to obtain their residence permit. “It would destroy the attractiveness of French universities. On the other hand, verifying the serious and continuous nature of studies in France, 110,000 students will have to prove that they are studying to have their title renewed, that is a Senate measure that we can keep”.

On the conditioning of family allowances or personalized housing assistance from five years of residence in the territory, “these measures, even if we keep them, will be censored by the Constitutional Council, I do not intend to do work which will then be sanctioned by the judge”explains MP Renaissance. “A priori it will not be preserved.”

​Concerning the regularization of undocumented workers in professions said to be in tension, Sacha Houlié says he has “worked with the General Rapporteur to take into account the Senate’s remarks”. The objective in this law, “this is because the prefect issues titles to those who are in professions in shortage, who have seniority in the territory and who have sufficient working time”. The parliamentarian specifies that this measure “is not a breeze, it is not for life. We regularize those who are there and those who cause disturbances to public order, those who do not respect the values ​​of the Republic, the prefect may object.”

Sacha Houlié mentions 10,000 residence permits issued to regularize these workers each year, for an experiment. “In France, we issue 320,000 titles, it is the country which is the most demanding, which rejects the most people’s requests for asylum. Of these 320,000 titles, 110,000 titles are awarded to students, 50,000 titles for family reunification, 40,000 for asylum requests. Workers are a small portion even though they are perhaps what we need most.”
