The government wants to be positive. After the failure of the immigration bill, ministers have been constructive in recent hours. “The only way for a law to pass is to adopt the Senate version,” indicates Bruno Le Maire, interviewed by Le Figaro on Wednesday December 13. “Hoping that the Republicans move on two sensitive points”adds the Minister of the Economy as the second round of negotiations begins between Elisabeth Borne and LR to reach a compromise.

However, faced with a very tight schedule, discussions have made little progress on the immigration bill, after the vote on the motion to reject it by the deputies on Monday, December 11. The right does not want, for example, regularization of workers in professions in shortage. However, given the composition of the joint committee, the majority will have to come to an agreement with it if it wants to bring its text to fruition. And the government is therefore wondering about the extent of the concessions to be made. Several points must therefore be negotiated, or even removed from the law.

“Non-blocking” meeting

The first point is that of the reform of state medical aid (AME) which should be the subject of another text in January. Also under discussion: the 5 years of presence in France before a foreigner can receive a certain number of social benefits. Or the measures – affecting the nationality code – calling into question land law. Finally, the point which risks concentrating tensions is that of the regularization of undocumented immigrants working in professions in tension.

For the moment, the Macronist camp appears quite satisfied with the exchanges with the right. Wednesday’s meeting in Matignon “was not blocking”, we are told. The countdown is on: only 4 days before the ‘joint joint committee’ scheduled for Monday. Then the validation of a possible agreement by both houses of Parliament on Tuesday. This is the very tight schedule decided by the executive.
