The use of temporary workers in Parisian AP-HP public hospitals jumped by 26% in the first quarter of 2024 compared to the same period of 2023, according to information from France Inter on Thursday May 2.

Of the 38 hospitals in Île-de-France, it is mainly nurses who are missing, according to documents consulted by France Inter. In certain establishments, temporary work has exploded, such as for example at Beaujon hospital, in Clichy (Hauts-de-Seine), where the use of temporary work is up 145% in the first quarter of 2024, compared to 2023.

The management of Parisian hospitals explains to France Inter that this increase in the use of temporary work is “conjunctural”. She assures that this trend “must be reversed from May with the aim of reducing overall temporary employment expenses”. This use of temporary workers is very expensive for the AP-HP, several tens of millions of euros in addition to the budgets already planned.

Other regions concerned

This massive use of temporary work is not limited to Île-de-France. Other public hospitals in France are also affected, especially by the lack of doctors. Despite the cap on remuneration for medical temporary work in France provided for by the Rist law, in application since April 2023, excesses and exemptions are increasing. The law provides that a temporary doctor cannot be paid more than 1,390 euros gross to ensure 24 hours of on-call duty.

But according to emergency physician Eric Réboli, president of the union of hospital replacement doctors (SNMRH), “It still does not work”. “The ARS (Regional Health Agencies), with the support of hospital directors, have far exceeded these ceilings”assures the doctor to France Inter.

According to the temporary employment offers consulted by France Inter, the hospitals of Orléans and Nevers, for example, offer emergency care on Sundays paid 2,500 euros gross. The Bourges hospital, for its part, offers 2,600 euros gross. And it is the Regional Health Agency which validates these exemptions which are twice above the legal rate.
