the untapped pool of available teachers

Marie-Noëlle Darouy no longer teaches since she followed her husband to Brittany. For the past three years, because she has not been able to obtain her transfer, this history and geography teacher has placed herself on leave from the national education system. In her apartment in downtown Rennes, the schoolbooks and school bag of this geography history teacher are now confined to the living room cupboard. What freaks me out the most is when people say to me: what are you doing? Before, I said I’m a teacher, now I don’t say that anymore. I say: I was a teacher “, she admits. What prevents him from obtaining a position in Brittany are the scale points that a professor acquires over the course of his career. In 16 years of teaching, Marie-Noëlle Darouy has garnered 796 points. Very far from the 1178 needed to be established this year in the Rennes academy. For the third year in a row, she could not be transferred for this start of the school year. Still attached to the Bordeaux Academy, where she previously taught, she cannot be hired as a contract either. A case law of 1989 prohibits it. It is therefore impossible for him to make replacements, even of short duration.

A difficult situation to live with, especially when one’s own children sometimes suffer from the absence of a teacher: “A few years ago, my son didn’t have a history-geography teacher for three weeks. And I was at home”. She adds: “ItIt’s a straitjacket but in addition, it’s a blind spot. We are put in a box on availability, we no longer exist, we are not answered “. Marie-Noëlle Darouy would be far from being an isolated case. A few days before the start of the school year, teachers on availability posted an online petition to demand the right to work. Result: thousands of signatures and dozens of outraged testimonies. “I do not understand at all why they refuse to let us return to work with the current shortage of teachers”, deplores a signatory.“My husband is in the same situation”, adds the wife of a concerned teacher. According to Christophe Huguel, secretary general of the Sgen-Cfdt, of the 8,800 teachers on availability for spousal follow-up, a large part would like to be able to work.

“It’s infuriating for the staff who don’t understand. The general public does not understand either. And the pressure is much stronger this year in a context of lack of teachers. » But then, faced with the needs, why not imagine these teachers on availability finding their way back to school, on a temporary basis? The Ministry of National Education, to whom we asked the question, is not in favor of it. This, he asserts, would create a two-speed system of mutation. ” A significant distortion would be introduced between those who wait to acquire the scale points and those who would benefit from this recruitment “, specifies the ministry. According to our information, however, the rule is not set in stone. The ministry would authorize drop by drop, where the lack of teachers is most glaring, temporary assignments of teachers on availability.
