If the European heads of state have agreed on the need for the expansion of vaccination, differences of approach are to be noted regarding border restrictions.

The Twenty-Seven insist on the need to vaccinate and generalize the third dose, while a summit of heads of state of the European Union ended late at night from Thursday 16 to Friday 17 December. “It is crucial and it is urgent”, write the European leaders in their conclusion, while the Omicron variant could become dominant in Europe within the next few weeks.

The Twenty-Seven agreed on the need to have the same period of validity of the Covid-19 certificate in all countries. A priori it will be nine months. However, they remain divided on the restrictions to be taken at the borders. These are national competences. Spain, Italy, Greece and Ireland have decided to reintroduce PCR tests, including for people who have been vaccinated. France will not do this for travelers who are within the European Union. It is a difference in approach that undermines European coordination in the face of the pandemic.
