The social security financing law offers tools for better aging at home

The social security financing law for 2023 enshrines a mission of territorial resource center which aims to allow the elderly to age in place, and when this support is no longer sufficient, to develop an alternative to entering an establishment. , hence the creation of the territorial nursing home, which follows the elderly, caregivers and professionals.

The territorial resource center or/and Ehpad Territorial aims to enable the elderly to stay as long as possible at home, thanks to reinforced support, when basic support, already provided by a service offering or home care, is no longer suitable.

The territorial resource center is positioned as an alternative to placement in an institution.

The territorial resource center mission is divided into 2 parts:

• It offers support to professionals in the territory (training of professionals, administrative and logistical support, provision of gerontological and geriatric skills and resources and specialized resources and equipment or adapted premises
• It offers enhanced support for elderly people with a loss of autonomy requiring more intensive home support, as an alternative to the EHPAD.

According to Legifrance, “This mission can be carried out under the conditions set by this decree: by an EHPAD, as provided for in Article 47 of the LFSS 2022 and Article D.312-155-0 of the Social Action and Family Code.

By a home service, as provided for in article D. 312-7-2 of the social action and family code”.

In the North East of Essonne, the Territorial Ehpad serves as a territorial resource center.
