Dominated by the right, the Senate adopted overnight, at first reading, the health bill. The senators have restored the possibility of resorting to health checks on travelers, a measure which had been removed in the National Assembly by opposition deputies. The text, which ratifies the expiry on August 1 of the exceptional regimes put in place to fight the Covid-19 epidemic, was approved with 189 votes in favor and 33 against.

In the Assembly, the bill “monitoring and health security” had been amputated from its article 2 by a conjunction of votes from the National Rally, the Republicans and a majority of the left alliance. They had thus succeeded in defeating the presidential majority. A first legislative setback for the executive which placed the Senate in a position of strength.

Deputies and senators will try on Thursday to agree on a common version in a joint joint committee. If agreed, the text will still have to be voted on one last time by the two chambers. In case of failure, the parliamentary shuttle will continue.
