Charlotte Caubel, Secretary of State for Children, on Sunday November 19 on franceinfo called for the maintenance of the Independent Commission on Incest and Sexual Violence Against Children (Ciivise) “with a revised roadmap”. According to her, “we must maintain the momentum that the Ciivise has launched and continue to have this vigilance” on “complementary issues for our country”GOOD “beyond” of incest.

This commission was created in March 2021 after the revelations of Camille Kouchner in her book The big family, accusing his father-in-law, the political scientist Olivier Duhamel, of raping his twin brother. La Ciivise released its report on Friday with 82 proposals to combat sexual violence against children which, according to it, affects 160,000 children each year. A child is the victim of sexual assault every three minutes in France. The government is due to present its plan on Monday.

The Civic “has very legitimately focused on incest. Now, we must go beyond because we have sexual violence against children online, we have it in real life beyond families”, underlined the Secretary of State. The government wants the prostitution of minors and child crime to fall within the missions of the Civil Service: “Today we have millions of photos of raped children online and a certain number of adults look at this continually. We have a lot of issues surrounding sexual violence against minors. We also have an issue in institutions” , particularly on “disabled children”she indicated.

The Secretary of State cautious about imprescriptibility

The Independent Commission recommends the imprescriptibility of sexual violence against children. “On this subject, the government believes that this is a national debate which must be brought before Parliament”, she said. The former magistrate remains cautious about imprescriptibility: “I am just asking you the question of whether this does not risk creating frustration for a certain number of victims who could imagine that they can file a complaint very, very late and who would postpone this date of complaint, which is always a moment extremely complicated”.

La Ciivise now benefits from a budget of 2 million euros. “The objective is already to perpetuate these means”she says. “Depending on the roadmap, in particular, if we must have a technological dimension” as part of the fight against cyber-pedocrime for example, “obviously, it will be necessary to put additional experts and skills into the Ciivise”she said.
