A growing number of young drivers are driving without insurance. Some blame charges that are too high. So, the victims’ guarantee fund recommends reducing these premiums in order to encourage them to take out insurance.

On the roads, they are considered criminals. In France, 800,000 motorists drive without being insured. Half would be under thirty years old. There are many testimonials on the Internet. “My boyfriend doesn’t have a licence, nor insurance, nor a gray card. I know, it’s dangerous. But if you want money, you have to be able to move around”, testifies a user. Others also mention a lack of knowledge of the legislation. Insurance is compulsory for drivers. Offenders are liable to a fixed fine of 750 euros, or even more if they are the cause of a personal injury.

8,000 victims compensated

Julien Rencki, the director general of the victims’ guarantee fund, explains: “If we are responsible for an accident, the guarantee fund will compensate the victim, but it will ask the perpetrator to reimburse very large sums.” Coralie Morizet is one of these road victims. In 2018, she returned from a party with friends. The driver was drunk and lost control of his vehicle. What she doesn’t know is that he isn’t insured. Paraplegic, she was able to count on the guarantee fund. In 2022, more than 8,000 road victims were able to benefit from this aid fund.
