The population is aging, the number of places in specialized accommodation is limited and concentrated, and skilled labor is becoming scarce. Other pandemics will occur. Other risks will arise. CHSLDs and other places of accommodation for the elderly and vulnerable will always be at risk of being the first concerned.
It is therefore essential that the management of these establishments is the responsibility of a professional and accountable manager, agile in his decision-making, focused on the service and well-being of the people under his responsibility while implementing collaborative local management. .
On this last day of public hearings on Bill no.oh 15, An Act to make the health and social services system more efficient, the Order of Chartered Administrators of Quebec (Ordre des Adm.A.) recommends an in-depth review of the governance, management philosophy and organization of CHSLDs, as well as a redefinition of the profile of those who, in the future, we would like to entrust with the mandate of directing these establishments to ensure responsible management.
Currently, no frame of reference makes it possible to identify the skills, knowledge and qualities of this local manager.
The nature, diversity and extent of the responsibilities incumbent on CHSLD managers must be reflected in the candidates’ leadership and organizational management skills.
It is in this spirit that the Order of Adm.A. took the initiative to work on a reference framework to propose a profile highlighting the skills, knowledge and qualifications that anyone occupying the position of first manager of a residential and long-term care center should possess and which would be prescribed by the government.
Working committee
The Order of Adm.A. is a professional order dedicated to the management and governance of organizations. Our members are in particular leaders, managers and expert advisers in the field of management, governance and management in all its forms, in all sectors of activity and in particular in the field of the health network and social services.
Our working committee, made up of industry experts, identified about 30 specific skills, segmented into core, head and execution, in addition to education, experience and normative knowledge related to the management of shelters.
This frame of reference can be used as a guide to prepare a posting, guide the search for candidates and proceed with their evaluation.
This profile is also intended to be of universal application and thus prove to be relevant for other forms of accommodation, such as alternative homes and seniors’ homes.
Furthermore, we welcome the government’s desire to appoint managers in each of the 1,540 facilities in the health network. In June 2022, the Health Plan recognized the essential role of health managers at each decision-making level and also insisted on the need to reinstate local managers in order to regain autonomy, agility and decision-making efficiency for the benefit of both employees and users.
In conclusion, we encourage managers in the health sector to be members of a professional order so that, like almost all medical, paramedical and psychosocial training providers in the sector, these equally indispensable players are part of the same approach of excellence and protection of the public. In this way, we will be sure that the right people will be in the right places to ensure human and efficient local management.
