The Ox and the Plow

(As an engineer, the undersigned has designed and carried out several public infrastructure projects in Quebec during his career.)

The ox before the cart is a well-known axiom. It seems, however, that nowadays this is no longer true for projects like the third link.

Indeed, this CAQ project has been around since 2018, when we have just learned that the studies to justify and describe it have not yet been completed. It is the plow that pulls the ox.

It is so fashionable that it has become a golden subject for the media, which allows them to make a lot of progress in broadcasts and writings. During this election campaign, it has become the general madness, which allows candidates to jump into the fray in turn, some to claim that the link will cause greenhouse gases, others to brandish the threat urban sprawl and others to deny the need for it, etc.

Experts have also come forward to oppose the project, citing arguments whose value is highly questionable. But, nobody had the idea to say, quite simply, that everyone can be wrong and that one can reason with lucidity only when the conclusive facts have been established.

It would therefore be wise for politicians and candidates to refuse to participate in discussions about transportation projects in the Quebec region, which also includes the tramway, as long as they have not been the subject of studies. and documents provided by a member of a professional order designated by law as competent in the field of transportation.

We would thus avoid re-hearing useless remarks, if not insanity.
